Sometimes you will encounter a problem with the restrictions on your computer. To be more clear, whenever you click on a drive or a folder in your computer, you will get a message “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.” This occurs even if you are logged in as an administrator.
You will be able to run all executables on your desktop and will be able to open all documents on the desktop. The programs also will work but you will not be able to save any thing in any folder as it refuses to open the folder/drive in the “Save as” window.
The solution of this problem can be done by using the Microsoft Management Console to fix issues with access permissions.TGA. The procedure is as follows..
-
Click Start > Run. Type MMC and then click OK.
-
Click Console and then click Add/remove Snap-in.
-
In the Add/remove Snap-in dialog box, click Add.
-
In the Add Standalone Snap-in list, click Group Policy, and then click Add.
-
In the Group Policy object window, click Finish.
-
Click Close, and then click OK.
-
Go to Local Computer Policy > User Configuration > Administrative Templates.
-
Click Desktop.
-
In the right-pane, Right-click Hide my Network Places icon on desktop, and then click Properties.
-
Click Not Configured, and then click OK.
-
Expand Windows Components, and then click Windows explorer.
-
In the right pane, right-click Prevent access to drives from my Computer, and then click Properties.
-
Click Not Configured, and then click OK.
-
Quit the Local Computer Policy MMC snap-in.
I can’t find “Group Policy”… I don’t think it is on the list. There is an IP Policy thingy?
Help?!?!
Nope, using the MMC to unrestrict drive access doesn’t help at all for HTTP related content. Good that it worked for someone but it’s unrelated to HTTP. In my example, I’m attempting to open a link to an HTML page & receive this message.
Remembered that I had recently uninstalled Google Chrome. Re-installed Chrome, made it the default browser then opened IE & made it the default browser & now all’s well. Unfortunately uninstalling Google Chrome does ‘something’ during the uninstall that produces this phenomenon. The only problem now is that Chrome has to remain installed which is tolerable if you choose IE as the default browser.
Original problem – hyperlinks wouldn’t open from within Outlook 2007 on Win7.
Solution – re-install Chrome, make it the default browser then open IE & make it the default browser.

I’ve really struggled with, “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator,” ever since I upgraded Windows 7 Home Premiun to Windows 7 Professional. I used the instructions from PC’s Place and — even though they were a bit confusing — IT WORKED! Thanks
